It offers the global and integrated framework, the details of global policies and the existing hierarchical and coordination levels for the development of specific, sectorial, thematic or territorial plans related to the different aspects of risk and disaster. By guaranteeing adequate conditions of security in the face of the diverse existing risks and by diminishing the potential material losses and social consequences that derived from disasters, the population's quality of life is maintained and sustainability is increased.
